About us

The Catalonia Mobility Observatory (OMC) is an instrument for evaluating mobility planning tools and analysing the effects that these may produce when applied. The Observatory was established as a result of the requirements of Law 9/2003, of June 13, on mobility, and Law 21/2015, of July 29, on the financing of the public transport system of Catalonia.

The OMC is part of the scope of action of the department responsible for transportation and mobility and is configured as a tool for collecting and disseminating the most relevant information on mobility and its degree of sustainability. The Metropolitan Transport Authority (ATM) of the Barcelona area, on behalf of the Government of Catalonia, carries out the management tasks of the web portal (www.omc.cat).

The planning instruments that the OMC allows to evaluate and monitor are:

1. The national mobility guidelines.
2. The mobility master plans: Barcelona, Girona, Lleida and Tarragona (with their investment program and service plan).
3. The specific plans.
4. The urban mobility plans.

The data collected by the OMC is public and aggregated for Catalonia and grouped by the territorial areas defined in the national mobility guidelines, as well as other planning areas of the different competent public administraitons. When available, data is also shown by municipality.

The data collected refers to quantitative and qualitative objectives, mobility indicators, public transport services, transport accounts, and information already available in other observatories or organisations that are part of the Catalonia Statistical System.

The OMC also acts as an accounting monitoring mechanism for operators to ensure the control, supervision, and continuous monitoring of resources, thereby ensuring transparency and efficient use. The economic and accounting information includes data on assets and the status of amortisation provisions for each service. Additionally, it provides information on the source of funds from all public and tariff contributions and the expenses of the system, ensuring compliance with the provisions indicated by Law 21/2015, of July 29, on the financing of the public transport system of Catalonia.
