Organization

  • The Administration must give an account to the public of its activity and the management of the public resources that they have made available to it. Therefore:

    • The Administration must be transparent. It must be proactive and must make known the information relating to its areas of activity and its obligations on a regular basis in such way that disseminates up-to-date, comprehensible information to the public through instruments allow for broad and easy access to data and facilitate the participation of the citizens in public affairs.
    • The Administration must be instilled with the principle of good governance. It must conform to the rules and obligations regarding the quality of the services and operation of the Administration and in accordance with the ethical principles and best practices in which senior officials of the Administration must act, with the overarching aim for it to function with maximum transparency, quality and fairness, and with a guarantee of accountability.
    • The Administration must be accessible. All information must be comprehensible, easily accessible and free of charge, and must be available to people with disabilities in a format provided by appropriate means or formats that are accessible and comprehensible.

    Description of the organisation

    The Autoritat del Transport Metropolità (ATM) is a voluntary inter-administrative consortium created in 1997 which all administrations holding public transport services can join, individually or through entities that group and represent them, in particular those belonging to the area formed by the counties of Alt Penedès, Anoia, Bages, Baix Llobregat, Barcelonès, Berguedà, Garraf, Maresme, Moianès, Osona, Vallès Occidental and Vallès Oriental.


    The consortium of administrations consists of the Generalitat de Catalunya (51%) and local administrations (49%), which are the Barcelona City Council, the Barcelona Metropolitan Area (AMB in its Catalan initials) and the Association of Municipalities for Urban Mobility and Transport (AMTU). It is worth noting the presence of representatives of the Spanish Civil Service (AGE in its Catalan initials) in the governing bodies of the ATM, as observers.


    The purpose of the ATM is to articulate the cooperation between the public administrations responsible for the collective public transport services and infrastructures in the Barcelona area that form part of it, as well as the collaboration with the administrations, such as the State Administration, to which they are engaged from a financial standpoint or which are controllers of their own or non-transferred services.

    Board of Directors

    The Board of Directors is the ATM's governing body. It is made up of eighteen full members—nine representing the Generalitat de Catalunya, seven representing the constituent local administrations (Barcelona City Council and AMB), two representing the Association of Municipalities for Mobility and the Urban Transport (AMTU)—and two representing the State Administration as observers.

    Executive commission

    The Executive Commission of the Board of Directors is made up of six members, three representing the Generalitat de Catalunya, two representing the constituent local administrations and one representing the AMTU.

    It has the general function of examining and presenting to the Board of Directors proposals on planning instruments for the Metropolitan Collective Public Transport System, financing agreements and service contracts with administrations and operators, the fare system and annual budgets, among others.

    Presentation

    The ATM is the regional authority for mobility in the Barcelona area. It was created in 1997 to coordinate the Metropolitan Public Transport System and, subsequently, with the Mobility Act, it took on new functions in the field of mobility planning in all means of transport.
    The implementation of the ATM service charter is part of the public service commitment strategy, so it determines the services provided by the consortium and sets the standards of quality to be followed. The assessment of the effective compliance with the service charter as well as citizen participation in its review are the tools that must ensure the authority’s continuous improvement.

    Mission

    The mission of the ATM is to offer the public an accessible, sustainable and safe mobility system. This mission is deployed in coordination with administrations (with regard to financing and action plans), collaboration with operators (with regard to the provision of services and their coordination) and public information (regarding the mobility services offered).

    Vision

    The vision of the ATM is to establish itself in the public eye as exemplary of trust and good service, and to become an international reference in the management of metropolitan mobility in the region of Barcelona, a capital that strives to embody modernity, well-being and economic and social progress.

    Values

    The value of consensus and obtaining agreements between administrations and with transport operators to improve mobility is a core value of the ATM. Transparency, responsibility, efficiency and fairness in actions are values inherent in the Public Administration.
    Participation is open to the public via the Mobility Council, for everything that refers to the plans, actions and programmes of the ATM.

    The governing, management and consultation bodies of the ATM are made up of representatives from various entities and administrations related to collective public transport, particularly on the Board of Directors and the Executive Commission.

    1. The ATM acts as the financial arm of the Metropolitan Collective Public Transport System. It agrees upon the funding framework for collective public transport services in the Barcelona area. The information regarding the financing of the consortium is published in www.atm.cat.
    2. The ATM plans the infrastructures and services that must guarantee the efficient and effective mobility of the general public in accordance with the availability of the administrations responsible for financing them. The infrastructure and mobility master plans, and the follow-up reports on their implementation, are published in www.atm.cat.
    3. The ATM defines and implements the integrated fare system (STI in its Catalan initials): it establishes the zoning, the technology and the characteristics of the system, the travel cards and the integrated fare—including social pricing—as well as the retail network where the cards are sold. The system's characteristics are made public and published in www.atm.cat and on the portals of the main transport operators.
    4. The ATM provides information regarding the STI and how it works via the web www.atm.cat, the TransMet information centre and its own means of communication. Information relating to the range of travel cards, fares, integrated operators, integrated municipalities, the integrated map of the rail network and other features can be consulted at www.atm.cat. On the other hand, if the system is revised, specific elements and notices are disseminated in a timely, effective and understandable manner (new integrated services, new titles, new fares).
    5. The ATM attends to queries, complaints and suggestions made by the public regarding the integrated fare system. Inquiries and complaints are attended to and answered within a maximum period of 30 days, by telephone (933 620 020), by post (Muntaner, 315-321, 08021 Barcelona) and by e-mail.
    6. The ATM prepares mobility studies and statistics and periodically assesses citizen satisfaction. The TransMet Xifres statistics are updated every six months. The Weekday Mobility Survey (EMEF in its Catalan initials) is carried out once a year.
    7. The ATM acts against fraud in the Collective Public Transport System, with the dual objective of guaranteeing fare revenue and the fair access to the transport network. It runs campaigns against fraud in coordination with public administrations and transport operators.
    8. The ATM promotes sustainable and safe mobility through collaborations with other entities and bodies, and with campaigns and communication and information elements (consultation applications, operating support system, ...). The ATM promotes initiatives for sustainable and safe mobility through European projects, has a presence in sector organisations and celebrates Sustainable and Safe Mobility Week, among others.
    9. The ATM takes into account citizen participation when making decisions and starting actions. It periodically convenes the Mobility Council as a forum for citizen participation.
    10. The ATM prepares reports on the evaluation studies of the mobility generated and other mobility plans drawn up by individuals and administrations, with the mission of guaranteeing their adequacy to the criteria established by the Mobility Act and sectoral plans. Reports on the mobility assessment studies are sent within a maximum period of one month. Other reports are always issued within the time limit set by the corresponding sectoral regulations.
    11. The ATM coordinates the issuance of real-time information on public transport services, through the definition of a standard between the administrations. It coordinates the information relating to more than 4,000 stops in an informative environment of stop and station panels, websites and various applications of administrations and transport operators.
